Intrastate Authority
An APSC certificate or permit is required when passengers, property, or household goods will be transported by motor vehicle for compensation from one point in Alabama to another point in Alabama unless exempted by law. An APSC broker license is required when a person arranges for the transportation of property for compensation from one point in Alabama to another point in Alabama.

Requirements to transport property (except household goods): application with appendices, forms E and H from insurance company, articles filed with the Alabama Secretary of State if Inc or LLC, and registration of vehicles.
