The majority of regulated utility infrastructure in Alabama is inspected by the Utility Enforcement Division’s staff of engineers, investigators, and/or technicians from a design, construction or decommissioning verification, operational efficiency, reliability and/or safety aspect.
Field Services Section (FSS)- Inspects electric, water, and wastewater utility generation, transmission and/or distribution plant and facility installations, upgrades and additions during construction, operations, maintenance, and decommissioning including construction verification of telecommunications facilities ( not prison-related) financed by Universal Service Funds.
The Field Services Section performs inspections and reviews of regulated utility plant and telecommunications facilities.
It is responsible for the oversight of daily engineering, construction, reliability, operations and maintenance activities of electric, water and wastewater utility generation, transmission and distribution plant assets and facilities. This responsibility includes monitoring the output of renewable energy facilities such as solar, wind, biomass, and other energy sources that are used to generate electric power for native load customers of Alabama Power Company.
Additionally, the section verifies the construction and proper installation of Universal Service Fund (USF) telecommunications projects which are intended to provide dependable Internet service to rural and under-served areas of Alabama as required by mandate of the Federal Communications Commission. Telephone services that are provided to prisons and other correctional facilities are not included in the tasks of the FSS team.
