Natural Gas

The Natural Gas Section is responsible for the regulation of all investor-owned natural gas distribution, transportation, storage, and intrastate natural gas pipelines in Alabama, and monitoring  RSE and related programs for Spire Alabama (formerly known as Alabama Gas Corporation, “Alagasco”) and Spire Gulf (formerly known as Mobile Gas Service Corporation). Its duties encompass rate, accounting, service, legal, and technical issues regarding the purchase, sale, transportation, and storage of natural gas by all jurisdictional companies in Alabama. The section has no authority regarding or responsibility for non-jurisdictional utilities, including municipal systems, membership cooperatives, gas districts, and liquid propane systems.

The section conducts investigations requiring examination of work papers, financial reports and other records. The findings are documented and evaluated in written reports, and, when appropriate, meetings with officials of the respective gas companies are held to discuss the results. Another function of the Natural Gas Section is to maintain statistical data and keep the Commission informed on all facets of the gas utilities’ operations. Under that function, the following reports are prepared regularly:

  • Revenue and Expense Analysis
  • Competitive Fuel Clause
  • Gas Supply/Purchased Gas Adjustment
  • Return on Average Common Equity

To report a gas-related incident of $5,000 or more total damage, call the PSC’s Gas Pipeline Safety Office at (334) 242-5778 (weekdays from 8 a.m. – 5 p.m.) After 5 p.m., weekends and holidays, contact the nearest Gas Pipeline Safety representative in your area. If no answer, go to the next nearest representative, etc.
